Taking Out The Trash Fallout Quest Spoiler

After trying to do this Nuka quest and having the town after me, I looked for a solution and didn't find one. It took me restarting that point (so glad I remember to quick-save sometimes) several times after I found my target before I figured it out. My quest told me to find a scavver in Goodneighbor and kill him. I heard this is random, so maybe yours won't.

He will not follow directly out of the door as far as I could tell, and won't follow out of town. Taking him out in one of the rooms of the hotel (where I found him) didn't work. Taking him out in an alley didn't work, even though you can kill that group of three shady characters without problem. When you go into alleys and other homes he starts following. I took him in the memory den, to that room where you give Kellog's memories to the detective, and killed him there. Finally, the town wasn't trying to kill me!
